Labour market

Methodology m1Draft for review by the ministry and native speakers

Platform data, not official statistics. Labour market methodology — version m1. The figures describe the vacancies published on Gradly, not the country's whole labour market.

Which vacancies are counted

  • Vacancies of verified companies published on the Platform.
  • Identical vacancies (the same company, the same title after normalization, the same region) count once when each was published within 30 days of the previous one.
  • The region is the region stated in the vacancy.
  • Fields are the Platform's vacancy categories; the employment type and the required experience are as the company stated them.

Vacancy figures

  • Stock — open vacancies at the end of the month.
  • New — vacancies first published during the month (a re-post of the same job is not new).
  • Closed — vacancies closed by the company or at the end of their application period during the month.
  • Applications per vacancy — the median number of applications to the vacancies closed during the month.
  • Time to fill — for the vacancies whose first final hire came during the month, the median number of days from publication to that hire. A hire is final once the company can no longer undo it.
  • Medians are shown from 10 vacancies.

Salaries

  • Full-time vacancies first published in the quarter with a stated salary are counted; a "negotiable" salary, part-time pay and internship stipends are not.
  • Salaries in US dollars are converted to soums at the Central Bank of the Republic of Uzbekistan rate on the vacancy's publication date. If there is no rate for that date (a holiday), the last published rate is used.
  • For a salary range its midpoint is used; when only the lower or the upper bound is given, that bound is used.
  • The 25th percentile, the median and the 75th percentile are shown by quarter, region, field and experience; the median needs 10 vacancies, the quartiles 20; values are rounded to 100,000 soums.
  • The dominance rule applies: a cell has at least 3 companies, and none of them accounts for more than half of the vacancies.

Demand for skills

  • Vacancy skills are grouped into about 25 groups.
  • A group's demand share = the vacancies that need at least one skill of the group ÷ the vacancies that list at least one moderated skill, among those first published in the quarter. A vacancy counts in full when a skill of the group is required and half when the group's skills are only nice to have (the weights 2 and 1). The groups' shares do not add up to 100 %.
  • Rising and falling — the change in the share against the previous quarter; shown when the previous quarter's share passes the publication rules on its own.
  • Individual skills — the 20 most demanded in the country and 10 per region, only those at least 10 vacancies ask for and that pass the dominance rule.

Recruitment agencies' vacancies

Once recruitment agencies launch on the Platform, a vacancy an agency posts for a client counts as that client's vacancy:

  • repeats are found by client: the same client, the same title after normalization, the same region;
  • the dominance rule must hold twice — by clients and by the organizations that posted the vacancies: at least 3 companies in a cell and none with more than half of the vacancies, and the same for agencies. This way one agency cannot pass itself off as several companies, and a client cannot hide behind an agency;
  • otherwise an agency's vacancy counts like a company's. While there are no agency vacancies, the figures are the same as before.

Updates

Figures are recomputed nightly at 01:30 Tashkent time; monthly and quarterly figures after the period ends. The suppression rules are in the suppression methodology.

Limitations

  • Not every employer publishes vacancies on the Platform; some fields and regions are under-represented.
  • Not every company states a salary, and the stated salary may differ from the actual one.
  • The ISCO-08 and OKED classifications, districts and weighting to official data are not used yet.
